Arsen was born in the Irkutsk Region.
He is a journalist by first higher education, with 20-years record in television, where he produced more than 1,000 TV programmes.
In 2025, he graduated from the Higher Directing Courses at VGIK (workshop by Alexander Proshkin).
Arsen is a nominee for the Golden Eagle Award, winner and awardee of the Russian and international film festivals VGIK, PeterKiT, Artkino, Golden Knight, International Sport Films Festival, Northern Character, Short "I", Sport Movies & TV (Italy), etc.
